三十年代末，土寨主马立仁误杀淮厨帮会总理李南熙，其长子李凤山追杀复仇，不料日军大举侵入清江城。 家仇化成国恨，日军头目井上大肆开展共荣运动，杀戮爱国人士，并暗中搜寻“御批菜谱”。 李凤山抓获马立仁，却出人意料的立下“借头协议”，容其杀满100个鬼子和井上后，再结果其性命。 战争成了块试金石，李凤山之弟李青书投奔新四军，宴乐楼大伙计吴阿福成了汉奸，一直看不上李凤山的名角筱凤英，被李凤山的真情所感动，进步女青年顾毓灵受吴阿福蒙骗成婚。 自此，马立仁在明，李凤山在暗，一对不共戴天的仇人阴差阳错的成了生死拍档，在日军眼皮底下展开了艰苦卓绝的斗争。 最终，李凤山为成大义，用御批菜谱做饵设套，亲手拉响炸药埋葬了日本鬼子，灰飞烟灭中一曲英雄赞歌正在苏北平原传唱……
