“八一三”以后，日军全面攻陷上海，租界区成了战争以外的孤岛。一个以锄奸为已任的秘密组织猎鹰暗杀队应运而生，他们以燕双鹰（张子健 饰）为首出没于日伪之间，极力阻止日寇对我财富的掠夺。日军从东京派来特使今井武夫（平田康之 饰），企图利用假钞套购中国的黄金。燕双鹰打通市长（梁冠华 饰）关节，利用其女儿章月欣（苑冉 饰）之口，与郑雅姝（王紫瑄 饰）、林小江（刘亚津 饰）设下圈套，并冒充日本亲王将今井武夫费了九牛二虎之力搞到的黄金秘密劫持，同时将责任嫁祸于外滩的黑帮组织。今井武夫恼羞成怒，派章月欣打入暗杀组织内部，以图里应外合将其一网打尽。不料章月欣暗恋着风流倜傥的冷面杀手燕双鹰，这是今井武夫做梦也没想到的......
