杨桂花的丈夫孙有为原是村里的主任，在城里的包工头刘本好的儿子刘运来的怂恿下，给桂花留了张纸条就进城打工去了，村主任的位置就空了出来。村民王胡、胡胜等人觊觎村主任的位置，选举时使出浑身解数没能成功，却被杨桂花阴错阳差地当上了主任。杨桂花为了让村里富裕起来，尽心尽力地为村里 找项目，镇长被她执著的精神感动，终于答应把手头上的项目交给杨桂花做。项目的实施过程困难重重，胡胜等人经常从中破坏，挑拨桂花和大家的关系，丈夫孙有为也不支持杨桂花，还提出了离婚，这些都被杨桂花一一化解，这其中也闹出很多笑料。在杨桂花的努力下，村里终于开起了工厂。工厂开业那天，女人收拾一新，聚在村头敲锣打鼓迎接着来厂工作的外地工人，没想到远道而来的工人竟然是自己的男人。村里的女人们终于等到男人为自己打工的一天……
