1936年，红西路军的高级指挥员肖锋被马家军追到甘肃境内的黄河边，无奈之下他壮烈投河，后被豁达、善良的老筏子工高占武救起，躲过了敌人的搜捕。该剧故事穿插了筏子工的生活、爱情以及相互之间的恩恩怨怨，筏子工高占武父子所经历的艰辛悲苦、聚散离合。
