两年前，江城市人民检察院和江城市公安局联合侦办一起电诈案件，继而发现背后隐藏着特大型的电诈集团。该集团内部管理严密，犯罪分子凶狠狡诈，并且犯罪窝点在欧洲，给案件的侦破带来极大难度。为了挽回人民群众的损失，将犯罪分子绳之以法。公安机关曾派出卧底张婉茹潜入犯罪集团。而张凭借过硬的心理素质终于当上了犯罪集团的骨干。为了接收张精心搜集到的情报证据，检察院和公安局派出名校法学院毕业的检察官安旎（迪丽热巴 饰）飞赴异国他乡与之接应。虽然安旎成功取到情报，但她的师姐张婉茹也被犯罪分子残忍杀害。 两年之后，为了将这个犯罪集团连根拔起，安旎所代表的检察院系统与刑侦支队支队长（佟大为 饰）合作，向敌人发起进攻……
