在经济发达的粤东省，罗元县却是个治安垫底的县城，席卷而来的扫黑除恶时代洪潮，将其裹挟其中。年轻刑警武剑在追查一起枪击案的途中遇到黑恶势力的阻碍，交回警队的证据不翼而飞，他无法洗脱嫌疑，只有文陆阳毅然选择相信武剑，并邀请他配合专案组的工作。行事不按套路出牌的文陆阳与粗中有细的耿直小伙武剑自此组成一对风格迥异的破案组合，两人在互相试探中互相影响，从枪击案到光头被杀案，抽丝剥茧，挖出罗元县最大的黑社会性质组织团伙——陈氏兄弟集团，然而案件背后，还有一把巨大的保护伞，牵涉着更为庞大的势力，他们将如何冲破当地黑恶阻碍，还人民一片清明？
